This is way too optimistic. More likely, it’s a test case for federal takeover of blue cities elsewhere (in red states especially), and to serve as an example to scare mayors into getting in line.

I know he wants them to suffer and divert attention but it’d probably be cheaper and easier just to build each of them a house… he’d even actually create some genuine jobs for once.
