Also known in its full name as _ Council Meeting of People Empowerment Against Crime Elements_, the aforementioned inagural edition of this community conference was held at VJR Hall in the Palawan Provincial Capitol last July 21.

The presiding chairpeople were Jerwin Castigador (also a chairman of KADRA) and Rene Gavilaga, of Ugnayang Maralitang Sektor (UMS).

Amongst those discussed were future plans concering said committee, as well as maintaing peace within the entire province against malfactors such as local Communist groups etc.
