Oof. Police have mistaken a body for a manikin before, I'm not sure if it was in NZ though.

Yes they cost an arm and a leg.

Looks like it's below the high tide line, my guess is it fell off a yacht or something.

I watched a documentary about these dolls once and one guy used to dress his doll in clothes and take it for rides in his car and the public mistaking it for a dead body was definitely a thing that happened a bit.
