It sounds like the company has cash and they’re trying to keep up morale. Over a year of severance for employees with less than a year of employment isn’t required by Canadian law that I know of^(not that I’m super knowledgeable about labour law).
It really depends on the province (there’s a spat about this in this thread) - if it’s a mass layoff of over x # of employees, some (I imagine most/all, but idk) provincial governments require a set amount of notice or compensation. I know it’s 16 weeks for layoffs of 500+ people in Ontario, 300+ in Quebec, BC and Nova Scotia.
