Not sure what phone os you use but some of what you’re describing is built into iOS’s “drive” focus. And it can automatically turn on when your phone connects to your car’s Bluetooth. I’ve been using it for years now.
I agree with the sentiment around getting into government work. I somewhat stumbled into my current job but love a lot of things about it. Our company contracts with the US federal government and I work specifically with the VA.

Definitely recommend looking while you still have a job like others have said. I will say, I’ve left one extremely toxic workplace in my life and I actually ended up making more money at a place that is better for my mental health. So it can definitely work out that way
