There was this Supreme Court case in 1973 "Miller v. California, during which the Supreme Court basically decided that it has to be obscene in order to be considered pornography, and then the question became, “What is legally considered to be obscene?” From that case we derive something called the “Miller Test”, which has three criteria:
Whether “the average person, applying contemporary community standards”, would find that the work, taken as a whole, appeals to the prurient interest.
Whether the work depicts or describes, in a patently offensive way, sexual conduct or excretory functions specifically defined by applicable state law.
Whether the work, taken as a whole, lacks serious literary, artistic, political, or scientific value.
For a something to be considered pornographic, it must be ALL THREE criteria, with the first two criteria being left in the hands of local ordinances and governments, and the last being left sort of up to interpretation depending on a locality’s culture and values.
The definition of pornography has changed over time. Caligula might have been considered pornography AT THE TIME, but by modern legal definitions, I don’t think it passes. Even the extended version with penetration, because the film isn’t “intended to arouse” and also does not “lack serious literary, artistic, political, or scientific value”.

They may! Or maybe you could just get a close group of friends together to start, and put a little aside for maintenance. You could also find a local company (bike shop?) to sponsor you and throw their advertising on the side of it. That way it’s at least partially self-sustainable

You should throw a little fundraiser party at a local event space, invite some local cyclists, pool some money together, and just start doing it. They cost around $4500, from my research, which is really steep but probably doable with a large enough group of people.
You don’t need to wait for your government to do things for you. A great example of this in action is PARC who started patching potholes in Portland, OR when the government wouldn’t.

I mostly agree with you (see my other comments in the thread). I was just explaining it from the perspective of the Maryland lawmakers. Although, you’re not entirely correct. It appears that the law is a lot more broad than the title would lead you to believe
It’s just posturing, really. It’s the kind of gun legislation that gets liberals excited, but probably won’t actually change much in the long run
State law enforcement here in Minnesota has told protesters not to come. All politicians who were scheduled to speak will not be showing up.
Wanna bet that a curfew is next?
