Parallels on Mac OS lets you do that with the Windows partition. I know VMware and other virtualization tools let you mount a physical disk into a VM so it should be possible. It’s just kinda janky, and Windows doesn’t always like it when you switch from physical to virtual.
You can always just not activate windows. Nothing is stopping you from using it that way.
Depends on what you’re doing with it. Video editing? No it’s not. Backups? Yeah it’s fine.
If you only want torrenting then include mode. Otherwise everything besides what you exclude is going to be going over the VPN which would be a pain in the ass to manage. You only need to add the torrent program itself. Make sure there isn’t a separate program for the UI and the actual torrent service.
Your local library might also have a “book edge” scanner that lets you scan books easily.
Just know it’s a pain in the ass and slow as hell so maybe it’s worth it to pay someone else to do it.
Shit I was using a GTX 1080 at 4k until like 2 years ago. As long as you’re fine with 45-60fps and medium settings it will do it on everything but the most demanding AAA games. Forza ran great on it.
What CPUs are they? Like a modern Epyc, or a crusty 20 year old box like some of our appsrvs at work?

Sure, but if your company is at that point then the $200 is a drop in the bucket. You’ve gotta be a pretty big company before MS notices.
