Are you asking what is denuvo or why did Civilisation even bother with denuvo?
Tbh both. I gather from posts around the issue that Denuvo sucks ass / is not that popular. So now I wonder, why choose to include something that is apparently unpopular and why do people think it is dumb to include.
Its because civ is mostly played as a solo experience so deactivating the online would still make the game functional and keep the main point of attraction.
But it also looks like they're trying to micro-transaction the fuck out of it.
As is corporate tradition
its a pretty fkn big macro transaction too, $120 Australian for the standard edition is just taking the piss
That's the price of the game itself but by the costumes and many leaders it looks like they're wanting to do actual micro transactions.

According to the Steam store page, there's a Linux build planned. It will be interesting to see if that has any DRM.
