The official canon has been that City 17 is somewhere in Eastern Europe. Plenty of people alive during HL2 that were alive prior to the 7 Hour War, so destruction of maps or knowledge of geography is unlikely. Someone must know where the hell they are on Earth.

I doubt it if you look at the petrol pumps along the highway you can see that the currency they use is “Kron”, Bulgaria uses the Lev.
I’d say that City 17 is probably located in Estonia since at the time Halfe-Life 2 was released they were using the Estonian Kroon.
