Am confused what’s the difference between habal habal and angkas other than one is underground the other is legalized

I think habalx2 is here to stay it’s basically the answer by the public given for the lack of alternative public transport and the traffic. I probably see this better than private cars on the road. They take much less space, I wish government would see this and start regulating, especially the asking price for each ride. Which sometimes goes to absurd amount there is not even tax in it. Some don’t even provide helmets.
