That’s the wrong website. I included a link in the post you’re replying to. You need to expand the spoiler. If you’re in the USA, Israel/Palestine or South Korea the site might be DNS-blocked. You can use http://www.kcna.co.jp/ as an archive in that case, they seem to mirror the articles.
For the same reason as yours, Wayback Machine doesn’t work on NK websites too… So for anyone lurking that is interested in the article link without having to bother with a VPN, even though the contents of it is literally right there down the comment thread, here you go:
